The "Blank" theme was developed to house html code that isn't reliant on ICU component pages. For instance, your online applications that used to be uploaded into the ICU cpm, can now be managed much easier with the Blank theme. The trick is to create a new folder, make a new page, copy the html code (from your former .html upload) between the < body > tags, paste into the new custom page, apply the Blank theme to that virtual folder and viola!
In fact, this portfolio is using the Blank theme and it's layout was created in the CSS file.
